The arithmetic of expected cost

Compare two options honestly and the direct-import price stops looking cheap. Suppose a vial costs a third less from an overseas supplier than from a domestic vendor. Now weight each price by the probability the parcel arrives: domestic near certain; overseas reduced by whatever share of parcels are held, refused or lost, which in this category is not small and is not published.
