A recall notice records that a specific product, in specific lots, was withdrawn for a stated reason.
A recall notice records that a specific product, in specific lots, was withdrawn for a stated reason. The scope is the content. A notice naming three lot numbers says nothing about a fourth, and a notice about one manufacturer's product says nothing about another's. Recall notices are routinely cited far outside their scope, usually to support a general claim about a category.
Most recalls are voluntary, meaning the company initiated the withdrawal rather than being ordered to. That is a procedural fact, not a measure of how serious the problem was. Serious problems are frequently handled by voluntary recall, and a company acting quickly on its own finding is behaving well, not badly.
Undeclared allergen, microbial contamination, mislabelled strength, foreign material: these are different failures with different implications. Strength mislabelling in particular is the one that bears on anything measured by assay, because it means the label and the contents disagreed and the disagreement was large enough to act on.
A product with no recall history may have had no problems, or may not have been examined. Recall databases record actions taken, and an action requires someone to have looked. Reading an empty search result as a clean record inverts what the database is.
Regulators grade recalls by the seriousness of the expected harm -- a top-grade recall anticipates serious health consequences, a bottom-grade one is unlikely to cause any. The grade is published with the notice. A citation that reports the existence of a recall without its grading has dropped the single field that tells a reader how much to care.
A recall is actionable only if a buyer can tell whether their unit is in scope, and that is what the lot or batch number is for. A product sold without a visible lot number cannot be recalled precisely; the only available action is to withdraw everything or nothing. This is the practical reason batch identification matters, separately from any question of testing.
Regulators also publish warning letters, import alerts and seizure notices, and these are different instruments with different thresholds. Collapsing them all into 'recalled' overstates some and understates others. When a claim rests on regulatory action, the specific instrument is the part worth naming.
Canada and the United States both publish searchable recall records through their health regulators, and the databases are free. Searching by company name and by product name separately is worth doing, because a product recalled under a brand may be listed under the manufacturer or the distributor instead.
